In a global economy, the movement of people and ideas beyond traditional geographic boundaries accelerates both economic growth and the expansion of professional opportunities for knowledge workers. Within engineering fields, English has become the primary shared language of professionals working on a cross-national basis. Most of the growing academic programs responsible for educating the next generation of engineers, are located in emerging economies and other world regions where English is not the native tongue. Many new graduates of these programs will be at a competitive disadvantage if they do not master the technical language of the global engineering profession.
To address this need, IEEE has introduced a series of Technical English Programs (TEP's), focused on disciplines of interest to the organization and delivered to students and faculty members in selected locations.
The initial programs in this venture, co-sponsored by the IEEE Educational Activities Board and the Russia Northwest Section, were held in St. Petersburg during November of 2007, as well as May and December of 2008. Each session included presentations by IEEE subject matter experts, and opportunities for each student to make presentations in English to other participants and receive feedback.
In October of 2009, more than 20 department chairs, program directors and faculty from institutions throughout Region 8 visited St. Petersburg to participate with local students in another offering of the TEP, and to engage in additional sessions aimed at exploring approaches to introducing Technical English instruction in other locations.
In March of 2010, 68 department chairs, heads of curriculum committees and Technical English instructors from the Middle East/North Africa region traveled to Abu Dhabi Men’s College in Abu Dhabi, United Arab Emirates for another TEP two-day workshop. This effort was co-sponsored by the IEEE Educational Activities Board and the Higher Colleges of Technology in Abu Dhabi.
